Comment mettre des villes en valeur et les sortir de situations préjudiciables dans lesquelles les changements économiques et sociaux les ont plongées au fil des décennies ? Cette question est commune à nombre de grandes villes nordaméricaines et européennes fortement marquées par un déclin économique et, incidemment, par une dégradation de leur cadre de vie bâti et des conditions de vie de leurs habitants. L’une des voies privilégiées par certaines grandes villes dans le dernier quart du xxe siècle, puis par des communautés de plus petites tailles qui s’inspirèrent en cela de certaines réussites « retentissantes », fut de miser sur la culture et d’en faire un facteur essentiel de développement. Reposant sur une analyse documentaire, le présent article fait état de projets de reconversion économique à l’aide de la culture de villes européennes qui ont réalisé des changements importants en ce sens depuis les années 1980.
