Wetland Protection in Edmonton—A Drainage Initiative

Abstract
The City of Edmonton has a number of strategic initiatives with specific goals that place high priority on environmental protection. In line with these goals, Drainage Services Branch initiated a Wetland Acquisition Plan to acquire wetlands that are not protected by other means but could be protected by incorporating them into the drainage infrastructure. A review of experience elsewhere revealed no other examples of such a plan being led by a drainage utility. The strategic direction for the acquisition plan considered a number of factors including experience elsewhere, land ownership, ecological and drainage functionality, and cost. The plan also considered how outright purchase can complement other available protection tools including conservation easements, crown ownership and planning tools such as Environmental Reserve and statutory plan amendments. Through a desktop study and limited field surveys, the plan identified and prioritized 50 candidate wetland sites that could contribute to meeting the goals of the Branch, and provided a database of site characteristics that will need to be considered in acquiring and protecting these wetlands. The plan provides an example of a drainage utility initiative that complements the mandate of other municipal branches, resulting in a multidisciplinary approach to environmental protection at the corporate level.
