Abstract
One of the most notable collective responses to the scientific com munity's concerns about increases in global temperatures and climate variability was the Kyoto Protocol of 1997, which was aimed at reducing greenhouse gas emissions from 1990 levels by 2012. Although the United States was not among the countries that ratified the treaty, a national greenhouse gas reduction policy is being seriously recon sidered by the current Obama administration. This article explores the efforts that several cities and states have made to reduce green house gas emissions and focuses on the larger effort under the Western Climate Initiative (WCI), which comprises U.S. and Mexican states and Canadian provinces.
