Abstract
This paper is a case study of the vetting processes of the East German public sector after unification (1990). It outlines the legal framework of the vetting process, examines the rationales for vetting employed by different actors, and analyzes the shape and impact of the vetting process in two universities (Greifswald, Dresden) and two municipal administrations (Greifswald, Dresden). The paper highlights that the form of the vetting process was contingent on the perceived legitimacy needs of each institution. Still, observers and actors were divided between seeing the vetting process as a quasi-retributive exercise and seeing vetting as a mechanism for securing forward-looking trust in the public sector.
