RésuméSuite à sa longue expérience de haut fonctionnaire à la Commission européenne, l’auteur nous retrace l’historique des premières étapes de la construction d’une Europe des citoyens, dans le domaine de l’éducation et de la santé publique, à travers les programmes Comett, Erasmus, et L’Europe contre le cancer. Il insiste en particulier sur l’interaction entre Commission et Conseil pour l’aboutissement de ces projets. Enfin, il conclut en présentant le suivi de ces programmes jusqu’aujourd’hui.
