L’évolution de la fécondité et la politique familiale québécoise

Abstract
Fondé sur un examen de la fécondité des générations québécoises, cet article a pour but de vérifier la vraisemblance d’un effet positif de la mise en place graduelle de diverses mesures de la politique familiale du Québec sur la descendance finale. L’analyse du comportement des générations permet de mettre en relation l’âge atteint par les générations successives ainsi que leur descendance par rang et le moment où les diverses mesures sont adoptées. On évite ainsi le piège des fluctuations de l’indice synthétique de fécondité essentiellement liées aux modifications du calendrier des naissances. Les résultats montrent qu’il est plausible que la progression lente, à l’occasion stagnante, mais inexorable, du développement de la politique familiale soit associée à la modeste remontée de la descendance des générations nées après 1956. On remarque toutefois que l’effet de la politique plus complète et plus généreuse qui existe depuis 2005 ne peut encore être observé, les générations qui peuvent en bénéficier étant en plein âge reproductif.
