L’article de Jean-Luc Outin présente une analyse, vue de la France, de la loi votée au Québec sur la lutte contre la pauvreté et l’exclusion sociale. L’auteur souligne l’inspiration fortement libérale de cette loi, mais aussi son ambition qui apparaît plus grande - et plus concrète - que celle de la loi française de lutte contre les exclusions. L’article analyse les cinq principales orientations définies par la loi québécoise et en propose une lecture critique, enrichie d’une comparaison avec la loi française. L’inspiration libérale de la loi ressort clairement des dispositifs concernant la sécurité du revenu qui visent à définir un seuil de ressources, variable selon la composition familiale, que l’État devrait garantir, soit par le biais de programmes de transferts, soit par la fiscalité, pour compléter les revenus propres des ménages. Mais la loi québécoise affiche aussi des ambitions plus fortes pour prévenir l’exclusion sans se limiter, comme en France, à la gestion des conséquences les plus graves de l’exclusion.
