Abstract
Pour la plupart des citoyens, la démocratie est le projet de société le plus respectueux de l’être humain. Toutefois, ce projet s’adresse à la raison et à l’intelligence alors que l’être humain est aussi un être soumis à des impulsions émotives et instinctives. Il en résulte des contradictions qui rendent la démocratie fragile. Par surcroît, les effets de la mondialisation privent un bon nombre de citoyens de leur liberté, augmentent les inégalités et contredisent l’espoir de la fraternité, ce qui ébranle les fondements mêmes de la démocratie. L’inquiétude qui en résulte éveille des groupes de citoyens qui, partout dans le monde, voient un espoir dans des pratiques plus conformes à la démocratie directe, en ce qui concerne certains pouvoirs fondamentaux, et à la démocratie davantage participative, en ce qui à trait aux questions qui affectent la qualité de vie collective. C’est animées par ce rêve que revivent ou renaissent des organisations privées sous contrôle démocratique, ce qui invite à vivre une telle démocratie dans les institutions politiques.
