Abstract
International environmental law as we know it today had its origins in the concept of enforcement of the agreements, primarily through damages for harm caused. In 1909, the United States and Great Britain entered into a treaty regarding transboundary waters between the United States and Canada which has been recognized as one of the major landmarks of the early development of modern international environmental law. In the 1930s, the attention of states turned to a broader range of ecological concerns, as reflected in several interstate agreements. In the early stages of efforts to resolve bilateral or regional environmental disputes, decision-makers were setting the stage for the development of norms of international environmental law, for the principles enunciated in these agreements and cases can be extended to the problems currently at hand in the 21st century.
