Abstract
Lorsque la France de la Révolution retrouva toute sa force en Europe, des voix s'élevèrent pour encourager la reprise des colonies perdues comme le Canada ou la Louisiane. A l'époque du Consulat et de la paix d'Amiens, Bonaparte lança de très larges projets coloniaux en Amérique comme en Asie. L'Espagne paraissait incapable de tenir son immense domaine. Beaucoup de Français conseillèrent au gouvernement républicain de prendre en main la direction de certaines parties importantes de l'empire espagnol pour anticiper une action éventuelle de l'Angleterre. C'est ainsi qu'en 1803, Henri de Liniers envoya un Mémoire à Bonaparte pour lui proposer une action coloniale à l'embouchure du Rio de La Plata qui faisait partie à ce moment-là du Paraguay.
