Abstract
Communication has been restructured since 1991, following the country's emergence from its unsuccessful socialist experiments of the 1970s and 1980s. The weak state of the 1980s, formed under Vietnamese auspices in the aftermath of the devastating Democratic Kampuchea, or Pol Pot era, had been hampered in its socialist policies by a poor level of ideological control, arising in part from a lack of channels of communication within the state and between the state and the disorganized war-torn society.2 While discontent appears to have been rife within society in the 1980s, organized expression of this was sparse. The media was controlled by the state, although degrees of editorial independence and party self-criticism varied; civil associations were confined to mass organizations formed under the purview of the party. Political dissenters fled to the armed resistance on the border rather than forming opposition movements at home. In these circumstances, political debate, in terms of both state-society communication and forums for policy discussion within civil society itself, was limited.3 From 1989 onward in Cambodia, the introduction of economic reforms and the winding down of the civil war in response to the changing international climate permitted a significant strengthening of both the formal institutions of state, and the personal networks of allegiance that
