Abstract
E xpectations of the demise of the Democratic People's Republic of Korea (D.P.R.K.) have proven false, although its survival since the collapse of the Soviet Union is no less than astounding, with North Korean weapons programs stimulating new confrontations in the region during the past decade. The D.P.R.K.'s launching of a new missile in 1998 reinforced Japanese military insecurities, and provided impetus for the revival of anti-missile defense in the U.S., with the prospect of shared technology among allies. In turn, this has stimulated the People's Republic of China to move ahead with new missile development. While resurrection of an Asian cold war is unlikely, we are witnessing a possible resurgence of regional coalitions resembling those of the 1950s, as China, the Commonwealth of Independent States (C.I.S.), and North Korea rediscover common interest in resisting U.S. dominance, though lacking any ideological formula of unity. The Korean question will continue to threaten peace and stability in the region as long as the peninsula remains divided. In resolving this, Canada may play a role, having several advantages as potential peacemaker on the Korean Peninsula:
