Abstract
Das Engagement der ICAO bei der Bereitschaftsplanung für Krisen im Public-Health-Bereich in der Luftfahrt leitet sich vom Bedarf nach detaillierten Anleitungen für die Luftfahrt auf diesem Gebiet für Staaten, Flughafenbetreiber und Flugzeughalter ab. Die ICAO ist auch für die Einhaltung wichtiger Artikel der ,Internationalen Gesundheitsvorschriften 2005' in der Luftfahrt zuständig. Basierend auf diesen Zielen wurde das CAPSCA-Programm entwickelt, das durch 5 getrennte, aber aufeinander abgestimmte Regionalprojekte eine weltweit operierende, sektorenübergreifende Plattform für Verbesserungen der Bereitschaftsplanung an den Ein- und Ausreiseorten im Luftverkehr zur Verfügung stellt. Eine effektive Bereitschaftsplanung erfordert gegebenenfalls eine Harmonisierung der Arbeitsprogramme des Gesundheitswesens und der Luftfahrt, um angemessene Handlungsrichtlinien bereitzustellen und Doppelarbeit zu vermeiden. ICAO und WHO arbeiten gemeinsam daran, dies auf allen Ebenen zu erreichen, was aber noch eine Weile dauern wird.
