Abstract

Examinant les politiques d’appui au développement territorial, qui ont pris beaucoup d’ampleur en France depuis quinze ans, les auteurs font état d’une recherche qu’ils ont menée dans trois territoires régionaux. Ils ont examiné de près les pratiques gestionnaires qui découlent de ces politiques, en particulier les procédures et les outils dont se servent les agents du développement. Ils ont constaté la persistance d’un certain nombre de difficultés, malgré l’émergence d’un discours novateur. Leur démarche leur permet de conclure sur les lacunes de la planification, qui ne facilite pas l’arbitrage entre les principaux acteurs du développement.
