Abstract
Les opérations de développement local en milieu rural ont été à l’origine de la proposition de nouveaux territoires pour l’action. Venus après eux, les nouveaux dispositifs de gestion sociale territorialisée en milieu urbain semblent bien avoir repris la même problématique. L’article montre comment ces opérations sont indissociables de la construction de territoires qui se donnent à voir comme « exemplaires », « expérimentaux » et « exceptionnels », c’est-à-dire posés dans une extériorité fictive par rapport à la société. Ces formes originales montrent que les territoires nouveaux, plutôt que des unités sociales susceptibles d’atteindre à une existence politique, sont des moyens pour la parole technicienne de construire son espace.
