À partir d’un double regard, c’est-à-dire d’une part l’analyse des politiques publiques mises en oeuvre dans les zones de montagne, qui prônent un développement endogène, et d’autre part l’analyse des logiques sociales des mouvements qui se réclament d’une démarche alternative, l’objet de cet article est de s’interroger sur les raisons des dysfonctionnements et des distorsions entre politiques publiques et mouvements sociaux alternatifs. L’interrogation centrale porte sur les fondements des mouvements sociaux alternatifs qui sont nés ou ont repris vigueur depuis le milieu des années soixante-dix. L’hypothèse principale est la suivante : alors que la plupart des objectifs de développement visés par les politiques publiques s’appuient sur le paradigme du travail salarié, les propositions des mouvements sociaux alternatifs se fondent sur le paradigme du travail indépendant. Au delà du mode de développement imposé jusque-là, ces mouvements remettent en cause le mode de fonctionnement de la société salariale et défendent certaines valeurs attachées au modèle du travail indépendant. L’article s’appuie sur l’analyse de ces mouvements dans les zones de montagne en France, en Italie, en Suisse et en Autriche.
