Cet article porte sur les recommandations formulées par la Commission royale d’enquête sur le bilinguisme et le biculturalisme (commission Laurendeau-Dunton) pour transformer la capitale fédérale. Contenues dans le cinquième volume de son rapport final, ces recommandations misent sur un concept, celui de « présence fédérale », qui propose que le gouvernement fédéral favorise un virage vers le bilinguisme, essentiellement grâce à son pouvoir de dépenser. Une recherche dans les documents internes de la Commission montre pourtant que des scénarios beaucoup plus ambitieux avaient d’abord été très sérieusement envisagés, qu’il s’agisse de la création d’un district fédéral ou d’une onzième province. Comment se fait-il que la Commission, après avoir envisagé des scénarios visant à transformer de façon substantielle la région de la capitale fédérale, ait accouché de recommandations, somme toute, minimales ? Cet article montre qu’une partie de la réponse provient de la farouche résistance qu’opposa la Ville d’Ottawa aux travaux de la commission Laurendeau-Dunton. Alors qu’elle obtiendra la collaboration de toutes les autres villes du pays, la Commission s’est heurtée à la haute fonction publique de la Ville d’Ottawa, qui a multiplié les refus de collaborer avec elle. Ces difficultés ont contribué à encourager les commissaires à retenir, dans leur rapport final, un plan pour transformer la Ville plus aisément réalisable.
