Abstract
Le découpage institutionnel du territoire espagnol en Communautés autonomes dotées de compétences plus ou moins élargies en fonction de leur statut fait aujourd’hui l’objet de contestations. Ces dernières portent moins sur les périmètres concernés que sur la répartition des compétences entre les différents échelons. Ces tensions se cristallisent autour de la question de l’aménagement du territoire, et en particulier autour de celle des grandes infrastructures de transport, pour lesquelles le processus de prise de décision implique des acteurs nombreux. L’apparition de nouveaux acteurs dans ces processus renforce ainsi la nécessité de repenser la place des différents échelons dans la gouvernance.
