Abstract

Cloud Federation allows users to not only access more resources, but also potentially optimize costs and diversify compliance regulations (US Patriot Act vs. Canadian Privacy Act). This paper describes our design and implementation of a Principled Access Control and Operations system, PACOFed, used to federate two research cloud systems spanning the US and Canada. PacoFed relies on a modular approach, minimizing the modifications to the underlying cloud systems, and allowing us to make the policies and mechanisms associated with access control and interoperability highly cohesive and explicit. We believe this approach could scale well with additional clouds, and outline the pros and cons of tackling commercial clouds using these advanced modularization techniques.
