学校管理職の専門職基準に関する一考察―学校及び教育行政管理職の専門職基準としてのOntario Leadership Framework の策定及び改訂への取り組みから―

Abstract
学校を取りまく内的・外的環境の変化に伴い、学校管理職に求められる資質能力も変化してきている。そのため、学校管理職に求められる資質能力を学校管理職の専門職基準として規定し、それに基づいた学校管理職の養成や研修が都道府県教育委員会や教職大学院等で行われてきている。学校管理職の要請や研修において、研修プログラムを作成するよりどころとなるのが専門職基準であるが、我が国においては都道府県教育委員会や教職大学院等の研修実施期間が独自に設定しており、学校管理職が身につけるべき資質能力としての一貫性に関しては課題がみられる。このことを踏まえ本研究では、学校管理職さらに教育行政管理職の専門職基準策定のあり方やそれを踏まえた養成・研修の取り組みの参考になると考える。 そのために学校管理職の専門職基準に関してこれまで行われてきた先行研究に関して、求められる資質能力や養成・研修の取り組みさらに海外での実践をみていく。はじめは、求められる教員像や学校管理職及びスクールリーダー像に関する取り組みである。我が国の学校教育の状況とともに学校を取りまく環境は変化してきており、教員や学校管理職に求められる資質能力も時代とともに変わってきた。教員に求められる資質能力については『今後の教員養成・免許制度の在り方について（答申）』（中央教育審議会、2006）において、「いつの時代にも求められる資質能力」「今後特に求められる資質能力」「得意分野を持つ個性豊かな教員」をあげた。さらに、『教員生活の全体を通じた教員の資質能力の総合的な向上方策について（答申）』（中央教育審議会、2012）では、このような変化に対応するために、教員は学び続ける存在であることが不可欠であるとして、「学び続ける教員像」の確立を求めている。また、学校管理職及びスクールリーダーについても、『今後の地方教育行政の在り方について（答申）』（中央教育審議会、1998）の中で、学校の自主性・自律性の確立において教育理念や識見、リーダーシップ等を備える必要があるとした。
