Depuis toujours, l’art et la culture servent les sociétés, parfois en leur laissant un patrimoine grandiose, souvent en divertissant la population, plus récemment en attirant le tourisme, en procurant une image de marque à une ville, ainsi qu’en instruisant et en cultivant les communautés. L’histoire retient que les dirigeants d’hier et d’aujourd’hui, d’ici et d’ailleurs qui ont investi en culture ont permis aux sociétés de s’épanouir, de développer leur créativité, de se distinguer et de transmettre leur savoir. On réalise de plus en plus concrètement à quel point la culture contribue au développement des grandes villes : Barcelone et Paris en ont fait leur force. Mais peut-on espérer que la culture soit également un vecteur de développement pour les petites villes régionales ? Et si oui, quelles sont les différentes façons d’investir en culture pour que cette dernière contribue au développement de façon durable ? Comment les décisions publiques envers différentes formes de culture et divers processus propres à son développement (ex : création d’infrastructures, production artistique, diffusion, mise en marché, promotion du tourisme culturel) peuvent-elles contribuer à engendrer un développement territorial durable ? Notre étude est basée sur une analyse de discours d’acteurs locaux à Rimouski par rapport aux choix d’investissements publics en culture et aux liens à y faire avec le développement durable.
