Dans un contexte où la démocratie représentative s’ouvre de plus en plus à la démocratie participative, les décideurs publics sont aujourd’hui appelés à consulter les acteurs de la société civile et à justifier leurs décisions auprès d’eux, notamment lors de la discussion de projets d’envergure soulevant des enjeux de nature sociale et environnementale. Cette dynamique n’est pas sans poser de nombreux défis aux acteurs de la sphère exécutive. Ainsi, si le principe d’une démocratie participative est généralement admis, reste à en saisir les implications concrètes et pratiques, de même que son articulation avec la représentativité et la délibération comme autres principes sous-jacents à la construction de la légitimité du pouvoir public. Sous l’éclairage du projet du Quartier des spectacles, récemment discuté dans la ville de Montréal au Québec, nous illustrons en quoi le caractère contesté de la notion d’acceptabilité sociale, voire du concept de démocratie participative en lui-même, laisse une certaine marge de manœuvre aux acteurs incarnant le pouvoir exécutif. Si on semble reconnaitre la plus-value de l’approche participative, du moins dans certains contextes, le cas présenté laisse voir que l’incarnation juste de celle-ci en tant que complément à la démocratie représentative demeure matière à débat, avec pour résultat que le pouvoir exécutif peut parfois refermer assez brusquement les portes de la voie participative.
