Abstract

À l’ère d’interdépendances irréversiblement mondiales, la problématique des communs se confronte aux questions de la gouvernance et de la responsabilité. La transition systémique vers des sociétés viables nous oblige à questionner le cadre de référence conceptuel de la modernité occidentale : la conception territoriale de l’État souverain, le droit de propriété individuel, le jeu d’un marché mondialisé, l’insuffisance de l’approche des droits humains. Des ruptures conceptuelles et institutionnelles indispensables passent par la reconnaissance de notre « communauté de destin » dans la gestion des communs et du besoin d’une éthique de responsabilité universelle, au-delà du cadre de la communauté nationale, proportionnelle au savoir et au pouvoir de chaque acteur, « face cachée des droits humains ». En même temps, une refondation de la gouvernance des communs demande l’instauration de régimes de gouvernance adaptés à la diversité des communs et des territoires, des régimes de gouvernance multi-acteurs, une propriété « fonctionnelle » des ressources naturelles, une citoyenneté active et solidaire.
