Abstract
En 1973, se iniciaron negociaciones laborales entre los gobiernos de Canada y Mexico, y establecieron un programa de trabajadores agricolas migratorios mexicanos temporales que solucionaba por un lado la escasez de mano de obra agricola canadiense y, por el otro, la falta de perspectivas de trabajo de los campesinos mexicanos en su pais. En 1974 se formalizo en Ottawa el Memorandum de Entendimiento y se creo en la region el mercado laboral agricola especializado con mano de obra barata.
