Abstract
On 14 August 2003,Northeast United States and Ontario, Canada, experienced an electric power blackout considered one of the worst blackouts in the history of these countries, which resulted in great economic loss. Based on the events about transmission system, this paper describes the scenario about voltage collapse during the US - Canada 8.14 Blackout, which differs from the classical voltage collapse. How the reactive power changed and functioned during the collapse was analyzed carefully. It is pointed out that sufficient reactive power devices should be installed in the power system and universal legal obligation should be made to encourage independent power plants to provide necessary reactive power and reserves.
