The laboratories development of the institutions of higher learning is an important sign of the development of higher education,which influences the cultivation of the innovative talents and the establishment of the harmonious society.This paper discussed the important role played by the management authorities in the process of the construction and the development of the laboratories of the institutions of higher learning,coupled with the construction of the experiment teaching model center at the state level.The paper also dealt with the experience and practice of constructing the experiment teaching model center at the state level by functions of coordination,management and service to explore the new concepts,new thinking,new ways and new methods in constructing the laboratories in the institutions of higher learning.
