Abstract
As the system of pipeline passage hasn't been established in China,the land use problems in pipelines construction and management can not be solved effectively.By analyzing the system of pipeline passage in such typical western countries as Britain, Spain,Canada and United States,as well as the practice of gaining the pipeline passage for Texas refined oil pipelines and Alaska crude oil pipelines,this paper attempts to understand the legal procedures of pipeline passage and the characteristics in western countries,so as to provide a reference for the establishment of the pipeline passage system in China.
