Abstract
Climate Change Accountability Act gives full consideration to the characteristics of climate change in terms of continuity and sustainability.It has specific emission target,enhances the responsibility of the government and puts highlight on public participation.However,the Act has its drawbacks,such as ambiguity of its wording,its oversimplified contents obstructing its operability and its lack of supporting measures.The Act,though eventually vetoed in the Senate still offers us something to learn.When making laws in the field of climate change,China should set explicit legislative goals and fundamental principles.CO2 emission trading mechanism and financing and technology innovation system shall be established;categories of illegal conducts and the responding punishments shall be identified for sound effects of deterrence and penalty.
