Abstract
Gathering Strength: Canada’s Aboriginal Action Plan which was released on January 7,1998,responded to Aboriginal peoples’will and needs.It is aimed at capacity building from four aspects of: renewing the partnership,recognizing and strengthening First Nations governments,establishing equitable and sustainable fiscal relationships,and supporting stronger First Nations communities and people.As an essential component of devolution,the Action Plan proves to be a valuable step and option adopted by Aboriginals towards self-government.
