As an important part of the Environment Protection Act, Environment Impact Assessment (EIA) is valued in more and more countries. In America, Canada and Japan, EIA has developed with some special features in legislation, assessing object, public participation and so on. While in China, EIA is still far from being perfect due to its late development. Therefore, in order to better this system, it is highly recommended to strengthen the modern environment ideas, to complete legislation and to set up effective public participation institutions.
