Abstract
Plea bargaining comes from the US, and then spread to Germany, Italy, Russia, Japan, as well as the UK and Canada with various terminologies. From the development of this system, since its origin in the US, its spread in Canada and other countries, it is assailed and scolded by many scholars and practitioners, but still, it is quite vigorous. The reason of this phenomenon is that this system has its unique value contents which is not included in any other criminal judicial systems.
