Abstract
The community service in Canada typifies non-institutional community services in developed countries.It is fundamentally characterized by the distribution of power to lower levels,explicit assigning of power and responsibilities among different levels of governments,non-profit organizations and individual responsibilities,combination of governmental duties with marketing operations,giving full play to service subjectsi’nitiatives,co-operational governing.It has significant implications for China’s construction of a new community service system.
