A post of the navigational political commissar (NPC) that is unique and important in its status was created on Chinese merchant ships This report is an outcome of a positive research into its role and function The set-up is not required by such international maritime organization as IMO This system has effected other compositions of Merchant Ship Society such as captains, crewmembers and trade unions and so on The fact that the Chinese ship-owner (the government) introduces this unique post that does not exist on foreign merchant ships obviously shows that the post is expected to play an important and special role and perform its characteristic and irreplaceable function
