The first paragraph of Annex I(k)of Agreement on Subsidy and Countervailing Measures is a very complicated and important provision.It involves much content,such as the general interpretation and burden of proof,the interpretation and application of payments of all or part of the costs incurred by exporters or financial institutions in obtaining credits,used to secure a material advantage,in the field of export credit terms.The Panel Report and Appellate Body Report on Brazil-Export Financing Programme for Aircraft play an important role in clarifying the above issues.
