Abstract
Based on practice, the authors discus two sides which can promote the achievements transfer.One is about management issues such as establishing rules, enhangcing publicity and protecting proper right of knowledge; the other is about construction of elite, acedemic subjects, and teh mechanism of encouragement and restriction. Then, the authors put forward some new problems we're facing in the current situation.
