School development planning is not only a school development project,but a transformation of management manner.It is an activity or process of planning or designing school overall development.It is the base point and main line of the cooperation between higher education and primary education and secondary education.Based on the process of making,executing and evaluating school development project in cooperation between Faculty of Educational Science,Northeast Normal University and L Primary School in Tiedong District in Anshan,the study reveals how to improve school activities on the basis of the cooperation between higher education and primary education and secondary education with school development project as the base point and main line.
