Abstract
The accidents of power system fall into two broad categories:accidents that will put power system’s electrical integrity at risk and accidents that threaten system’s mechanical integrity.The solutions of accidents are different as characteristics of accidents vary.In order to cope with latter accidents such as ice disaster in southern China,It was put forward an issue of establishing the fourth defense linebased on experiences of Hydro-Quebec’s power system.It was discussed concept of fourth defense line,security and stability standard of fourth defense line,the relationship between the fourth defense and the third defense and some issues that need to be studied in power system planning.It was pointed out that establishing fourth defense line is important task for all parties of power system together.
