Reformation in resource-based city is a world-wide tickler, especially in Old Industrial Base in Northeast China. Focus on the regional situation when making decision is the most significant principle of planning and police devise. This dissertation insight into characters of different resource based cities in old industrial base, northeast China, and combine with various phrase of development. Take Daqing city-the engine of post transformation China industrial base——as example, in the way of quantitative and qualitative method, argue and demonstrate the necessity and approachable to breakthrough administrative boundaries, and then establish city alliance in certain region to cope with compelling situation encountering by resource based cities together. In the aim of provide a valuable experience in tackle with resource based cities problems.
