A two-layer sample rotation system is designed for quarterly surveys with two-stage sampling designs.In this system,the rotation patterns for the primary and secondary sampling units are 12 in and 6 in,respectively.This system ensures that there are 5/6 and 1/3 common secondary sampling units for two adjacent quarters and the same quarter of two adjacent years,respectively,and also ensures that the sample size for the primary sampling units remains unchanged all the time during rotation process.This sample rotation system can be used in Chinese Labor Force Survey.
