Analysis of Countries’Efficiencies of Attracting Offshore Service Outsourcing Based on DEA

Abstract
Based on the outsourcer's motives of offshore service outsourcing and the risks faced,this paper analyzes the influencing factors for the outsourcee's attracting offshore services outsourcing.It uses DEA(Data Envelopment Analysis)to analyze the efficiencies of 21 main offshore locations.The results show that the efficiencies of attracting offshore service outsourcing are significantly different between countries,and that Canada,Ireland,India,Australia,Singapore and China have high efficiencies.China is more attractive in terms of costs and the number of talents but less in national environment and so on.Finally,it points out that the key to maintaining and enhancing the long-term efficiency of attracting service outsourcing does not lie in costs,but lies in national environment,cultural compatibility and infrastructure construction.
