Abstract
In face of the increasingly striking issue of coordination in environmental governance,Canada has developed an Inter-jurisdictional Cooperation Mode,which emphasizes equal negotiation among main players of governance and has created a lot of typical and outstanding governance mechanisms and therefore,has solved the problem of institutional supply.However,the traditional administrative adjustment mode in China focuses on authoritative mediation and control between the higher level and the lower one and has weakened the interested parties' and involvement outside the government.Although it is highly authoritative,it fails to ease the vicious competition among those main players and therefore,has resulted in public area tragedy.The Canadian pattern is consistent with E.Ostrom' multi-centered self-governance theory and offers us a new way of thinking.Although there are institutional limits to the learning from Canada,there's still space for the creation and establishment of new systems.
