Facing the needs for universities with characteristics and multiple types of talents in the situation of globalization and informatization,Japanese Minister of Education and Science proposed a new plan of training talents———“Human Resource Strategy Ideal”,which gave higher education reform in Japan a new direction of pursuing indivduality.Making studies on the trend and new characteristics of the reform will be of referential value to the reform and development of higher education in our country.
