Abstract
The migration of air pollutants has created major global problems,such as climate change,ozone depletion and nuclear fallout.Kyoto Protocol was developed to protect the ozone layer.The Montreal Protocol for the substances of the Ozone Layer was held to provide for a system of controlling human activities that produce adverse effects on the ozone layer.Standards for individual pollutant discharges to the air are the means by which the government translates this responsibility to individual sources causing the pollution.Government also attempted to reduce mobile source emissions through fuel-related programs.We should design a clean-fuel vehicle program to govern the development of low-emission vehicles and zero-emission vehicles.Generally available control technology standards include consideration of the economic impact of regulation and the ability of the regulated industries to operate and maintain an effective emission reduction system.China makes every effort to improve international law.
