Abstract
Improving the educational quality is of great importance to the development of rural compulsory edu-cation.A probe into the quality of rural compulsory education shows its low level of development.From the perspective of quality management,it is the internal factors but not the external ones that determine the quality of school education quality under the given circumstances.In view of this,we can see the defining internal reasons that have led to the low quality of school education are the controllable factors.
