Abstract
Internationalisation is one of the main characteristics of today’s society. Higher education is facing increasingly intensive competition for talents and other resources. Universities require clear direction in strategic planning, improving operational efficiency, and adapting to a complex and rapidly changing environment. Many Chinese universities have set up offices for institutions planning. With regards to the nature, orientation, and functions of these planning offices, we need to understand them not only in relation to organisation theories, but also in relation to successful experiences of prominent overseas universities.
