Abstract
As part of CCPP(Canadian College Partnership Program) skills for self-employment the author develops a modle of enterprise program in community using system engineering principles and methods ,which is available for social vulnerable groups ,especially for laid-off to start a survival business.Through four year's practice, enterprise program in community, which oriented by community activities, centered in training and directing the laid-off to start up self-employment business, supported by small-fund loan from government and cooperation among businesses. It's helpful to turn some laid-off with enterprise skills into entrepreneurs. It may provide some work opportunities and solve unemployment problems in community .The paper presents concepts and general design ideas, after that it shows items and tasks in system; it also discusses mechanism of system operation and guarantee system of well-operated regime and regularity.
