Abstract
The operating characteristics of Canadian different levels of open universities is distance education support service,which reflecting a strong sense of responsibility to act.To be specific,is in aspect of responsibility in media,attaches great importance to Guidance on support platform media responsibility to act, teaching support services on situation created by media responsibility to act, student support services,collaborative media sessions on responsibility to and other duties to perform;in aspect of responsibility to act in public,attaches great importance to project support services to social and public responsibility on play, Community Education Support Services on public responsibility to act,public support for community public service responsibility to act on the performance of its duties.The inspiration for construction of our open universities is: only based on mass media,to enhance awareness of public services to ensure success of our Open University distance education in community to assume responsibility,and to form their own school-based advantages.
