Abstract
Under the international financial crisis,the enterprises have encountered great difficulties and pressures.This paper summarized the models of scientific and technical staff serving enterprises.Measures about industry-academy-research cooperation mechanism and some strategies about long-term mechanism were proposed in order to encourage the scientific and technical personnel to effectively serve enterprises,provide more personalized technological services and enhance the innovative capability and competitiveness of enterprises.
