When over 10 kinds of methods of evaluating HRM system have been developed aboard, there are only few researches on that in China. PCMM is a guide for organizations to diagnose and promote their HRM. PCMM has been applied in U. S., Canada, Europe, Australia, India and other countries widely after its birth in 1995. Its favored by not only kinds of enterprises but also government organizations. The authors introduced the general mode of PCMM and HRM system evaluation based on PCMM in order to give a reference to domestic scholars.
