Résumé. - Cet article examine les relations entre l'espace urbain, les politiques sociales et la condition des populations marginalisées dans le quartier du Downtown Eastside à Vancouver, au Canada. La conjonction entre les dynamiques de l'espace urbain, les transformations des politiques sociales (le glissement vers un workfare) et les mutations des formes d'exclusion sociale (toxicomanie) renforcent la marginalisation d'une partie de la population. Pourtant, les populations en dehors de l'emploi développent des compétences, qui ne leur permettent toutefois pas de se présenter sur le marché du travail. L'action communautaire dans différents secteurs (logement, santé, développement économique) n'est pas en mesure aujourd'hui de répondre aux besoins en raison d'un manque de volonté politique pour résoudre ces questions.
